The issue seems to be a factor with certain levels of quality. Saving at levels 4, 6, and 8 do not seem to produce the problem. Levels 5, 7, and 9-12 do produce the problem. I haven't confirmed what happens below 4, and scum dot issues are probably not a concern for anyone who is saving at that low a quality level.
This issue of Save vs. Save As is probably moot once the document has been closed and reopened. My understanding of what was being said was that the internal data would be held in full PS format until the document was closed or rewritten with a Save As.
