I've been having similar issues with InDesign and I have been talking to
Adobe about it. In versions 1.0 and 1.5 you could set different
rendering intents for images and graphics. But the new color engine,
which is the same as Photoshop's and Illustrator's will not allow this.
If you look closely you will also notice that graphics and text that are
all K (no CMY) become "Rich Black" (K+CMY). Without separate rendering
intents for images and color graphics and the ability to Leave all K as
ALL K it is unlikely that you'll get what your looking for. Also compare
the Pantone CMYK builds in Quark, InDesign and a Pantone book THEY DON'T
MATCH!
If anyone else is having these issues let Adobe know so they can fix it.
