I'm unable to set my Device Profiles because my ColorSync window is showing only options for Document Profiles and CMMS. I'm also missing the Import Workflow/Export Workflow 'buttons'.

That's intentional, those settings have been removed. Instead, you can set profiles for devices you have using ColorSync Utility.
