Ryan,
This is quite normal for Monaco scanner profiles. Monaco's designers
obviously felt that a little lightening suits a high percentage of chromes
and built it into the scanner profile.
Actually, this is a reasonable assumption for small-format (35mm and roll
film) chromes, which are often slightly under-exposed. But it's less
appropriate for 4x5s and 8x10 chromes, which tend to be more carefully lit
and exposed.
If you want a more technically accurate result, for example from
large-format chromes or reflection prints, use the Relative intent with
Black Point Compensation.
