Our Eversmart does a fairly good job at it, and comes with some pretty good default curves preset for the several different color negative types. A little Photoshop tweaking and they are good to go. It just hard to get used to trash & dust being white, not black.
I did spend a considerable amount of time some years back setting up a Screen 818 drum for grey balance and gradation to scan color negatives. Any scanner can do but you really need to know what you are doing... I did not. Results for us were fair at best. I did however know of several trade shops that did it on regular basis with excellent results. Results that even exceeded transparency scanning. Thats a real can of worms debate in istself among photographers... negatives vs. transparencies. I won't even go there.
