Should Photoshop sRGB preview match non Colorsync screen image or not?

On a color calibrated Mac, is it normal that an image in sRGB mode looks
different in Photoshop than in non ColorSync applications such as
Quicktime or Netscape where it looses some density and color? Does the
Photoshop preview take into account the difference of gamma between Mac
and PC to display what a PC owner would see? If so, when working images
for the web, one should base on what is seen in Photoshop and not on the
appearance the images have when viewed in Netscape for Mac? ...I think
we have discussed that earlier, but just to make sure! Thanks!
