Well, since you've opened Pandora's box, even if you didn't want to, you may
as well leave some bread crumbs and trust the best person to find their way
through the quagmire...
...The best person to be consistant is one that may have the most experience
with color and probably does only color for the entire work shift. They can
make the educated decision as to what to do with the file and since color is
their primary task, they could be familiar with similar files from the same
customer or the same campaign or project in the future. As for bread crumbs,
they should be placing production notes in the line items of your job
tracking software as well as saving curves, hues, adjustment layers,
annotations, etc. with the job archive.
Managing color management. The only thing different from 10 years ago is it's
much more complex now. The economics still wreak havoc for the uninitiated.

PS- Some RIPs are set to automatically strip or add profiles during the work
flow. This doesn't necessarily fix ill-conceived color files.
