Well, it's a lot easier to create a systematic chart than a scrambled one. You always start out with some set of numbers where the channels vary systematically. To create a scrambled chart requires a non-trivial extra step.

And, it's a lot easier to see what's going on with the device on a systematic chart than it is on a scrambled one.

None of which is to argue against scrambled charts -- I use them if I think I'll benefit from doing so. But there are reasons to use systematic ones too.
