If you have a spectrometer and an application that will
plot you a graph (ie. Xrite DTP41 and GraphDTP41), it's easy to
notice that paper with whiteners has a "lump" at the blue end,
and then drops off very quickly beyond the lump, as you move
towards the UV wavelengths. This is typical of fluorescence.
Non-whitener paper will slope gently down towards the blue
end, and less steeply into the UV.
For large amounts of whitener, the reflection factor may
even exceed 100% at the top of the lump.

Taking a quick look at some Epson Glossy Photo Paper,
it does seem to have a mild amount of whitener in it.
(I'd include a real graph, but the list software would
just strip it out).
