From your account (with admin privs) to go to System Preferences>Accounts
and edit the Users>Capabilities dialogue.
Uncheck the "Open all System Preferences" box
This locks Colorsync so that only the admin account can make changes.
You can also strictly limit the access to just one or two applications if
you want :-)
