Sharon, Get the calibrator first.

I agree, of the three I've used, I prefer Optical.
For a recomendation on a good bargain priced monitor check this out:

Don't trash your old monitor, many people prefer a 2 monitor setup, your old
one could hold your photoshop palletes etc. freeing up your main monitor for
the image you are working on.

Will the calibration system be part of the solution even with printers who
don't get profiles?

my advice would be to make a nice print on say an Epson that you are
comfortable with and give that print with the RGB file.

I agree again, sending a print from an Epson is the best way of dealing with
printers who don't use profiles. You will need at least one good
Printer/Paper profile. A custom profile from http://www.chromix.com/ will
cost $100, a generic from http://www.inkjetmall.com/ will cost $25. The
hardware and software to do it yourself also from http://www.chromix.com/
starts at $1000.

With a computer, photoshop 6 or 7, a decent monitor, a monitor calibrator, a
photoquality Epson printer, a good printer/paper profile, and a copy of Real
World Photoshop, you will be light years ahead of where you started, for a
minimal investment. There is nothing worse than going digital without color
management, if you can't do at least these minumum requirements you might
want to wait until you can.
