You don't have to set the display in the color settings and risk harm
elsewhere. Just use the RGB Soft proof and pick Monitor RGB and you'll see

I think the number of web designers who will do this is pretty close to zero. The practical choices are for them to use sRGB or Monitor RGB. Many will use Monitor RGB because Adobe totally screwed up when it comes to color management and Save for Web and ImageReady. By default, color appearance is not preserved automatically from Photoshop to either Save for Web or ImageReady. It must be done manually using Convert to Profile (sRGB as the destination) before shipping the file off to SfW or IR. No web designer is going to do that.

A web designer clearly wants Photoshop, Save for Web, ImageReady and the web browser to all display the same thing. Right now, Monitor RGB does that (with noted exception).

I'd use the display profile to tag a file scanned from color neg as well so
it's not a concept that's wrong. It works in some cases. I'd still not have
the display profile actually loaded in the color settings (or recommend it).

Nor would I, except for web graphics. And I only recommend that as the easier option, not the ideal option. It would be nice if the sRGB option were also the easier option but even in Photoshop CS that's not the case.
