Illustrator does their drawing in the PICTwPS case as PostScript. They
can CMYK PostScript drawing if the document calls for it.

So, to be clearer than my previously muddied sentence:

The PICTwPS spool file captures QuickDraw graphics, which are
inherently RGB, and fragments of a PostScript stream, which can draw
with the full generality of PostScript.
