I used to scan on a Scitex before having an Imacon and i too noticed this.
As far as I remember Scitex scanners software applies USM depending on the
final print size, magnification and resolution selected.

Normally we apply a resharpening in PS of about 100-150, 1.5, 1 depending on
the enlargement of the original. We do not apply the same USM if the 16x20
final print comes from a 35mm or from a 4x5 slide ,of course.
