First question: Input profiles such as digital camera are meant to go from
RGB to Lab (or XYZ) but not take you the other way.
Second question: Because to qualify as a "RGB Working space" the profile
would have to contain a tag to take Lab and return RGB. Obviously, according
to your description it does not.
Nothing you can do about that and this is not Photoshop's fault. If you want
to make some kind of editing space out of your digital camera profile, you
are going to need to model it as a monitor or RGB space profile.
