My understanding of CxF is that there is a published schema (or DTD, I don't know my XML terminology very well), and that's about it. So it's not a closed proprietary format. If someone wants to support it, they can support it. But I'm not sure who outside of GretagMacbeth is currently supporting it.

And is this the same as a 'named color profile', in principle? Except that
it is XML-based?

Kindof. A Name Color profile in ICC terms requires a name for the color, and then an equivalent LAB (or XYZ?) value for that color. A device value is technically optional. But the purported value of an NCP in the ICC world is that it would contain device values for each of the named colors, so that the exact RGB or CMYK values needed to best simulate the named color are sent to the device instead of being guessed at (computed).

CxF isn't going to have device values in it, but rather just a color name and a spectral measurement. I haven't checked, but I think the other difference is that CxF stores spectral data, while ICC NCP's don't. Maybe CxF can also store LAB only or XYZ only, but again I haven't checked.
