The IFRA (International Newspaper Publishers Association) published a nice document describing all those issues. IFRA uses the ISO 12647-3 standards and specified the CGR and TAC in detail.
ANPA (Asian Newspaper Publishers Association) agreed to accept those standards in the Mid and Far East too.
