Because it's not based on TR001, the expected colorimetric behavior for
SWOP. That behavior is predicated on printing with SWOP ink hues (which
can be different from commercial ink hues), a #5 stock, and 133 line
screen. The sheetfed profile I believe is based on 175 line screen and
a #2 stock (could have been a #1 stock), and CTP printing. So they are
completely different things really.
Also, SWOP certification only applies to proofing systems. No profiles
are SWOP certified, nor are printing companies or their press runs.
