Secondly, it is not a problem at all. Check out the individual CMYK channels. The histogram is merely telling you how much of each separation colour there is in the image. In this case there is very little black. This however does not mean white.

I check the histogram with "all channels view" selected. Then the clips in the histogram are the black tint (the gcr made about 235-255 in my gradient example). I supposed something similar.
