AdobeRGB images to WebGraphics sRGB/Color Management Off

Can someone explain in simple terms what would happen to nice rich beautiful images sent to a designer who has PS 7.01 setup to Web Graphics and whose Color Management policies are set to OFF?

What physically happens to the AdobeRGB image upon opening?

Does the image become forced into the sRGB container? Would it render horribly if then converted to CMYK for offset coated stock?

My client is currently in the dark on this and I would love to succinctly explain it. I surprised myself by trying to explain it and perhaps I need another take on it.
