not just be default. Even if you choose perceptual you still get rel col. Colorimetric is the only intent that exists.

You bet!
The only situation which may offer a perceptual intent is when the working space profiles are LUT-based. Then there is a possibility for perceptual tables and therefore perceptual transforms. I'm not sure exactly what I'm allowed to talk about but I think I can say that there are v4 versions of certain popular working spaces which are in the works that contain such perceptual tables.
