I, too, have been having this same problem using a G4 Powerbook with a ViewSonic flat panel plugged into the DVI port. Although, unlike others, I didn't have this problem under 10.2.8, AND I don't have the problem if the monitor goes to sleep. I only have the problem if I plug the screen in *after* the 'book has already been booted.

Interestingly, the problem persists even when I assign the "stock" powerbook profile that came with the computer to the Viewsonic...

My profiles were made with PMP 4.1.5
