you just looking for an easy way to explain it to others?
I had two motivations in pursuing this question:
1) I can still remember puzzling over the question myself,
I'm sure there are other beginners on the list with this quandary.
2) To test myself. If one really understands something,
one should be able to explain it nice and clear, right?
I also not that not all makers of profile creation packages
charge more for the CMYK capability.
Monaco, for instance, does have a wide range of 4 packages,
and I believe all provide some level of CMYK profile creation.
So at least in this case the first-time buyer doesn't have to understand
the RGB or CMYK profiling issue before their first purchase,
and can hope to follow this advice from "Real World Color Management"
by Fraser, Murphy, & Bunting, page 183, under the header "Profiling
Inkjet Printers":
"In theory, inkjets driven by PostScrip RIPs should function as CMYK
devices,
but in practice we've found that a good many PostScript RIPs
also perform a hidden CMYK-to-RGB conversion.
Sometimes the only way to find out which will give you the better
results
is to make both RGB and CMYK profiles for such devices,
and use the one that performs better."
So maybe Steve Upton's verse *is* close to the truth:

print some stuff and check it out

try both ways if you're in doubt
and when you are quite certain
that you've got it figured out
you know your stuff - there is no doubt,
that soon can end
