The Custom CMYK feature is a legacy feature from the days before
Photoshop supported ICC profiles.
It's not a means to alter the existing built-in or third-party
profiles, and there's no connection between the profile selected as
the CMYK working space and what shows up when you choose Custom CMYK.
If you want to change the ink colors, you'll have to do so manually
by plugging in your own Lab or xyY values.
So yes, the behavior is normal.

It can only show you the Ink colors in Lab of a limited number of profiles,
namely those that were around in version 5 and less.
I am not 100% clear on your question, though?
