possible to write tools that work with this convention, but it's not a standard

The various PDF/X specification describe exactly when and how to do this. If there is any device independent data in PDF/X-3 in particular, the full destination ICC profile does get embedded as part of the OutputIntent. I think the preferred practice is to fully embed the profile if it's not based on TR001. In the case of PDF/X-3, the OutputIntent is also the source profile for untagged objects so it is an important piece of information.

In addition, the ICC registry isn't very useable as a way of nominating
an immediately accessible output profile. The ICC registry consists of a
(human readable only) list of contact information, which indicates who to contact to
obtain the required color information (possibly for a fee). It's certainly
far from something like a repository of ICC profiles that could be automatically
downloaded by an application wanting to resolve a registry reference.

Right. I think that should change.
