According to Microsoft, "bright" is anything greater than 64 lux. That
doesn't take much -- 64 lux is a little brighter than the light output
of a single 35W Solux bulb placed about 10 feet away from the front of
display. Not many people work in a room that dark.
I, for one, and many of my photographers clients, work in such an
environment. Get real. ISO-12646 calls for less than 32 lux on the face of
the monitor, 5000K and gamma 2.2.

As a photographer and provider to other pros., I also find lighting to
ISO-12646 to be extremely comfortable to work under when using LCD and
CRT monitors. I would not like to use anything significantly greater,
however for other work areas the lighting is higher.
The fact that many office environments have a high level of uncontrolled
illumination and varying levels of daylight is simply making it more
uncomfortable to work under not better.
