Actually, Roger, it doesn't. The spec clearly limits the
recommendations to CRT displays and notes in several places that the
same recommendations may not be appropriate for LCD displays. An
example from the statement of Scope:
"NOTE This International Standard has been produced with regard to CRT
displays, which was by far the dominant technology in use at the time
of preparation." (ISO 3664: 2004(E), page 1)
