I am a prepress technician. I have to say that if you spend time color
correcting your photographs in RGB and then leave it up to the printer
or service bureau to convert them to CMYK then it is likely that your
photos have been altered by the CMYK profile that is applied to the
photo during the ripping process......that is if the printer's rip does
CMYK conversions at all. If their rip doesn't do CMYK conversions then
they will have to manually convert each photo to the working space in
photoshop which will also shift the colors of your photos. This may be
a little off the subject but it just so happens that Im dealing with a
photographer that we were paying to color correct all of the photos
that he is taking for us. After we get them we are having to go back
after the conversion process and color correct them again.

I adhere to the standards you are referring to.
However, there is one inherent problem, we license images. Often, if
negotiated and agreed upon this comes with a broad license for several
uses which often cannot be determined in advance. And so, saving
images as 16 bit Master TIF in the largest container that is
omnipresent is often called for.
As such, I often deliver AdobeRGB files properly prepared. I also
include a full documented caveat PDF which clearly explains what and
why the file has been saved as such. It also includes a section on
sharpening at size for output. Further it includes a section on 'in
the hands of skilled operators' for conversion to press.
The client asks for Master TIF's.
One the few jobs where only a specified CMYK is needed we do them here
and have had success in proper delivery.
As such, I see it as many end users are still using no CM, PS 4 or 5,
and have no concept of Input, Output, Source or Destination. When
they just stare at you, and even admit they don't understand I take
pause.
