Can a light meter such as the Sekonic L-508 be used to determine the
luminance coming from a laptop (which only has slider brightness
adjustment without numbers) and also the ambient conditions in trying
to match these levels?

No, the type of light the meter is sensitive to and the type the screen emits are not the same, among other problems. Lets just say the frequently conceived of idea of using a photographer's light meter to determine *anything* about a computer monitor (except maybe whether its turned on or not) has a boatload of reasons for not working.
