So you print black ink on the paper in question, read it with a patch reader, it has an L* of 23... and you want to edit the profile to do what... lie and claim that black is darker? That won't make the ink blacker! To do that, you would need to have control of your printer functions, and choose a different media setting that lays down more ink if you use an RGB driver, or change the ink limits if you use a RIP; though these changes may have other side-effects, if they are available. Or simply use a paper or ink that allows a darker black. Any of these changes will require that you reprofile, but simply changing the profile won't fix the problem!
