These gamut differences are typically a matter of measurements and not profiling software. While it is possible for profiling software to affect the device gamut obtained from the proofing part of a profile, it is less likely than other things.
I would suggest finding out how the other profile was measured. The instrument or filtration may be the source of the difference.
Another point is that the difference in gamut may not show up on prints as you expect. The profile with the "smaller gamut" may produce more or less saturated colors in print. It would be interesting to hear any real print comparisons you might have.
