Re: 16 bits = 15 bits in Photoshop?
Ken notes some great HDR references.
A few more areas where 16 and 32 bit are the ONLY way to achieve the required results:
Blue/Cyan sky contrast adjustments - Only a few bits of data in many of these problematic transitions under 8 bit. Same is true for underwater photography.
Yellow/Magenta flesh tone adjustments - Tonality often breaks harshly in 8 bit images, especially where the IR filter in the camera has failed to fully correct, leaving a marked red fleshtone bias
Preparation of photo images for deriving computer graphics special effects - i.e. Matrix Trilogy, Spiderman, the Automobile industry's adoption of CG, advertising, and trick new technology (set your TIVO for May 14/Discovery Channel/Alien Planet)
Recording extreme range of detail for scientific documentation, crime scene analysis, archeological reconstruction, etc.
These are some of the areas where imaging and color management are going. . .

There is an obvious need for high-bit imaging that has been hinted at but not really stressed. I'm surprised that no one has placed more emphasis on high-dynamic range imaging (HDR). There are numerous formats for HDR imaging, but I know of none that use less than 12-bits, some 16-bit, and sometimes even 32-bits. You want examples of what can be done with 16-bits that can't be done with 8-bits? Check out these links:
