I personally can't find it anywhere explicisely written, maybe Henk has
such a document,
so it's more a read between the lines:
The introduction to FOGRA27 says:
Printing process definition: ISO/DIS 12647-2:2004, Offset commercial
and speciality printing...
The according ISO/DIS 12647-2:2004 says:
... four-colour offset printing ... by one of the following methods:
heat-set web, sheed-fed or continuous forms printing...
reading ahead, in a footnote to the paper types it says:
the paper types 1 and 2 (gloss-coated and matte-coated) are NOT typical
for
web-fed magazine printing EXEPT FOR COVERS
So my conclusion is:
FOGRA27 should be used for heat-set web-fed magazine cover printing
