My concern is that i know that making a generic CMYK isn't the ideal solution.
Since i don't have any answer from the printer, my original question was: "is
there a better/safer CMYK to use when you have no information".

One option that may help (it has been somewhat useful to me in the past) is to ask the client if they can supply you with an image file (or a few files) that were printed--perhaps with the same printer--and that they were happy with the results. If not that, then at least an image was printed and that they were happy with the results.


You can then soft-proof that image with various types of CMYK profiles to at least find a profile that will ballpark the results. Not ideal, not guaranteed, but it may help a little when there is nothing else to go on and the clients are non-color management savvy.
