I've been experimenting with this for a while now. Besides the process
control questions Thomas raised, I think you also need to consider how
soon after imaging the print is laminated. (Does the colour change when
laminating a "wet" sheet as compared to a "dry" sheet?)

In practice, I've had some success but not in all cases. I have been
wondering about the spectral equipment used for reading the target with
lamination. Particularly for MatteLamination, what happens to the light
reflected off the ML'd target? I've been using a Spectrolino/scan.

This should work, provided that the colourshift introduced in the
lamination process is the same every time. Likely the amount of shift
will depend on both laminate material as well as temperature and time
exposed to heat so process control is pretty important.
It woudl probably be a good idea to have 3-4 targets laminated a few
days apart and measure, compare and average these for best results.
