It turns out the paper is flourescent! After banging my head against
the wall trying to figure this out I decided to check the paper. Not
having a blacklight handy I remembered the window tinting on the
northern windows of our office puts out lots of UV so I took the print
over there and voila - blue glowing paper.
Now to call the vendor and see if they know.

Did you trim off all the uninked paper? If not, your eye adapts to the
paper white, so the whites in the image look dull and yellow. Getting
rid of that paper white makes a HUGE difference.
