Roger,

Avian Technologies is a North-American distributor of the CERAM tiles and offers calibration, but for 8 degrees / hemispherical geometry only, not 45/0...

http://www.aviantechnologies.com

There is a not too old article which shows 45/0 results for the CERAM tiles (and results from other geometries):
F. Malkin, et al., Journal of the Society of Dyers and
Colourists 113: 84-94 (1997)
but you need to purchase it from the SDC.

I saw the spectrums from F. Malkin & al (not the article) and they often are very close to recent i1 Pro spectrums of same model tiles (not enough to be used as reference though, and there can be even larger differences for some of the tiles).

One suggestion I may offer is to measure a ColorChecker with both instruments, and then check which one is farther from the average chart data (that you can find on my company's web site). Since the error between your two instruments is bigger than the average ColorChecker chart error, you will at least have an indication of which instrument is likely off.
One caveat : most of the measurements I have were done with various GMB instruments, Eye-ones in particular!

Sorry if this does not solve your problem. This is a difficult issue to solve without spending an arm and a leg on calibration services and comparative tests between labs.

Spectralon or BCRA tiles while playing more or less the same role.

I checked the CERAM web site for more information about their BCRA tiles and
nowhere is it said that their standards include 0/45 reflectance data?
