That poll reveals the extent of color ignorance, in my view, that pervades a

Their level of ignorance is of far less significance than their level of
profitability.
If a particular printer is generating the level of profitability that suits
their interests then it hardly matters what any Colour Management "expert"
thinks.
If you really wish to know why this market knows so little about the high
tech method, then look no further than the training colleges where the press
minders will have learnt their trade.
If the educational establishment is not teaching colour management to their
students then there will be no colour savvy operatives out there, so the
schools are the people to go after.
It's certainly no use complaining about the owners, most of whom will have
learnt their trade many years before colour management meant anything to
anyone.
If they are making money with their current procedures then you have a big
problem, and until they find some competition from "new" printing companies
who do use colour management then be prepared for much unhappiness.
Mind you you might consider offering them your expertise as a consultant,
but be warned, all is not as straightforward as it might seem with the ink
on paper supply side of the business.
