Yes to both (a) and (b)!!!
Lumileds probably has the most experience in this field...look them up.
One of the problems is color consistency from LED to LED, so they
go through a process of "binning"(i.e. sorting); so the closer the color
match to spec. X the more costly the LEDs. Though even the 5000K
versions aren't too bad (they have a severe dip in the cyan area of the
spectrum), most LCD manufacturers have decided to go with RGB arrays
or ROGB(O=orange/amber) arrays so they can control the color temp.
Right now it's a pretty expensive way to do things but I'm sure the "white"
LEDs will get much better and the consistency will improve.

P.S. Rule of thumb:
Light bulbs last 1 year
Florescents 5 years(CRTs)
LEDs 10 years
P.P.S. Most governments have programs to convert all lighting to LEDs.
There's a considerable cost and energy savings over the life time of the lamp,
not to mention maintenance.
