Well Bob, that's what open standards (not necessarily open source) is
about. Nothing stops Microsoft to submit their proposal to ICC, even
to put pressure to get it approved.
If they find the ICC to be incompetent or damn sluggish, Microsoft
+Canon +Apple and whoever else wants, could conform a new open
standards association. Not the best approach (because of
fragmentation), but at least better than proprietary. And eventually
the ICC would be merged into the new association or viceversa,
depending on who prevailed.
But Microsoft's track record doesn't show much of this, does it? the
few cases in which they've joined standards bodies, they were running
out of the backdoor to silently patent whatever got discussed on the
board. Years later, oh surprise, the W3C found out Microsoft had a
patent on a common web technology that had been discussed in the
consortium.
