WCS may be proprietary technology, just as ICM was proprietary

CMMs, and really smart people can probably figure out a way to make
all of the above interoperable with legacy ICC profiles.
Who actually uses OS-level color management right now to do anything
except read the monitor profile?
The announcement of WCS puts some interesting and long-overdue
discussion points on the table. I don't think it does any more than
that.
My burning question is, what will Adobe do? They've always made a
point of keeping parity between platforms even if one OS offered
significant advantages over another....
