Unfair? Not sure that's the right word. Photoshop has a huge user
base and Adobe spends huge amounts of money to develop each release.
In the last releases most new features were previously part of
specialized programs (Liquify, Extract, Lens Correction, etc.) and it
has frequently matched or surpassed what the other programs can do.
It makes decisions on what features to put the time and money into
developing and improving based on what it perceives will sell more
new copies and upgrades for each release. My take is that the people
at Adobe: 1. Don't do that much CMYK themselves. 2. Don't understand
many of the issues. 3. Believe that the time and money can be better
spent in other ways because so few people care about CMYK. 4. Believe
that there is no reasonable alternative to Photoshop for CMYK users
and so they don't lose any users by not making these kinds of
improvements.
Adobe's a big company and can take care of itself. As a benign
dictator I believe they do try to listen to their users, which is why
I think it matters if people make their needs known.
