Jon,
I almost always have the opposite problem, requiring yellow to be 1.0 or
lower for gray balance, so I doubt the problem is in the GRACoL 7 specs.
Things that come to mind are paper color and instrument type, but bad ink
trapping is most likely, especially if you run yellow last and run at higher
speeds.
Of course it could be 100 other things too, and your problem might go away
tomorrow. Such is the joy of wet-on-wet offset.
