Spot LAB values

I've just noticed that the LAB values stated in Photoshops (CS2) color libraries sometimes differ from the LAB values in the info palette. For example Pantone 206 C is stated as L45 a75 b22 in the library but becomes L46 a72 b23 when created (according to the info palette). I realise this is a very small difference, but would have expected them to be exact. For some colours they are and others they are not ?

Can anyone explain why this would be ?
