Is it possible that: 1) the box contained sheets that came from different batches, and some had more OBs than the others, though they were all supposed to be the same? 2) that your measuring instrument was not reliable, and therefore picked up readings at different times that differed in the blue end of the spectrum?
Certainly possibilities. Measure tool does show inconsistent spiking for this paper across different measurement files. If I hand measure the same paper with this device the results are pretty consistent. There are other possibilities like strip reading and texture influences that I'm not willing to entertain at the moment.
My points are that Steve Clarke shouldn't freak out because his results are typical for that paper/device/software and some papers with modest amounts of OBs (like SVPE) will ride PMP's optical brighteners detection threshold.
