You are right in assuming that FOGRA asks payment for the use of the FOGRA
Media Wedge CMYK. Nevertheless it is THE standard in Europe. And it is not
limited to any specific printing conditions. The printing conditions are
supplied by the reference data. The Media Wedge is just the vehicle that
specifies the required percentages to your proof. The CM in the RIP
converts the CMYK values to the right percentages of ink on paper.
You are also correct in that there are no reference values for the Media
Wedge for SWOP printing conditions. The Media Wedge comes with reference
files for ISOcoated, ISOuncoated IFRA newsprint etc.
basICColor control lets you use any ISO compliant measurement file or,
alternatively, an ICC profile as a reference file. This way you can use the
FOGRA Media Wedge CMYK (or any other suited control strip) for SWOP or even
for gravure, screen or flexo print.

This is indeed a very nice (and somewhat unknown) feature. I believe you
also need to purchase a license to use the Fogra Media Wedge as well, as
you don't get anything but text files within MeasureTool. Also, for us
in the U.S., there isn't a SWOP wedge ;-), so creating your own
reference would be beneficial (or printing to ISO).
