It sure sounds like it to me.

BPC is a brand new thing for Apple, and given the number of misfires they've
had in Aperture, I'd say odds are good the engineer(s) assigned to polish
the turd that is ColorSync simply don't know what they're doing and/or have
little to no competent testing personnel available to them. Lower profile
departments get assigned a bunch of interns and guys who'd rather sit around
talking about their kids all day than devise the testing matrices they get
paid to, so it's not uncommon for a non-keynote-worthy chunk of software to
slip into an installer completely untested.

If you sign up for a free ADC account, you'll be allowed to post bugs into
Apple's internal tracking system (Radar), and they will usually at least be
looked at by an actual person somewhere. Nine times out of ten you won't get
any feedback whatsoever, but you will at least be able to check in and see
if it's been marked as a duplicate or anything.
