Not true. If it's a matrix-shaper, then there is only two intents
(relative
and absolute colorimetric), but any LUT based display profile has the
usual machinery for all 4 intents, just like any normal print profile.
You can't really make a "blended perceptual/relcol" using
matrix/shaper, it is simply colorimetric.

Actually, you can make a perceptual matrix profile. I have been
making them for a long time. Try assigning the wrong profile to an
image and you will be applying a non-colorimetric rendering to the
image. So, by carefully crafting a matrix and a gamma value, you can
make a matrix profile do what you want perceptually, within the
limits of these parameters.
