Read the documentation -
it's published at www.fogra.org.
The paper tolerance is for a
simulation of the ISO paper colour and 3 dE is the limit of the
eye's ability to discern difference - which provides a
very good visual simulation of the final printed product.
FOGRA works
as a contract proofing system in Europe and it is far more useful
than simply *trusting* the colour fidelity of a digital Cromalin or
an anonymous ink jet proof.
You can criticise the tolerances - but it
should be noted that you don't have a useable contract proofing
system to rival FOGRAs.
I am a commercial printer and run over 250 proofs a week using the
ISOCoated profile - I have not used the Fogra Certified proofs as it puts a
yellow caste over the sheets and my clients object to it as we print on whiter
paper - but we match the ISOCoated proofs all the time - it has revolutionised
how we print -
