If the final product outcome is an essentially white sheet
such as a report, and seen on a dark background, then I
would say yes, since you essentially adapt only on the
paper. However, this is a very restricted environment;
also, color accuracy may not be important for the typical
applications.
If the final product outcome is an image with minimal
white, a photo with no borders for example (there could be
a canvas around the final product, but it would likely be
of another material), and it is seen against a background
on which you have adapted, a room for instance, then I
would say no.
In a booth where the walls are neutral white (one would
expect so), this adaptation may vary according to the
relative sizes of the fields of views of the booth white
walls vs exposed paper white.
For other situations, it depends...

If the paper that is being used does contain OBs, then
why would it be inappropriate to use this paper to match
the CCT of the booth to the monitor? After all, that is
"the environment" that is being matched. Perhaps what we
are talking about really is the need to select a
different white point for the monitor depending on each
different type of paper that is being evaluated in the
booth. Since the variations can actually be somewhat
significant with and without various OBs, this isn't such
a radical idea and it's easy enough to quickly switch
between different monitor white points.
